- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Watson Agency Inc., to perform Security Service, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI-RML-40006) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20 dated 2/23/04. This acquisition will be processed under FAR Part 12 ? Acquisition of Commercial Items and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 561612 and the size standard is $10.5. SCHEDULE: The Rocky Mountain Laboratories, (RML) Administrative and Facilities Management Section has a requirement for services to maintain the existing Security Service, located on the RML Campus. Services are to be provided by Watson Agency Inc. as per current requirements included in the existing contract in force through 4/30/04. The period of performance for this contract will consist of an estimated two(2) month period beginning 5/1/04. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. This procurement is Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ). The government intends to make an award based on past performance, technical capability, and price. Service Contract Applies, per Wage Determination No. 1994-2317, Revision No. 19 dated 9/2/03. The following FAR provisions and clauses apply to this acquisition: All Vendor/Contractor (s) must be registered in the Central Contractor Registration System as of October 1, 2003, in order to do business with the Federal Government. Registration is available via the Internet at www.CCR.gov.; 52.212-1 Instructions to Offerors Commercial; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR 52.237-3 Continuity of Services (Jan1991); FAR 52.217-8 Option to Extend Services. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9376). Offers must be submitted not later than 4:30 PM (MDST), 04/1/04. Copies of the above-referenced clauses are available upon request, either by telephone or fax. All responsible sources may submit an offer that will be considered by this Agency.
