Description
The Alaska Fisheries Science Center (AFSC) will charter a commercial pot fishing vessel to conduct research cruises for 12 days in September 2004 and 21 days in January 2005, with an option to conduct research cruises in March 2005, January 2006 and March 2006. The total number of charter days for the base year will be 33. Each of the optional cruises, if exercised, will be approximately 21 days in length. The vessel must be a minimum of 150' in length. The vessel must have a total berthing capacity for as many as fourteen (14) persons and have the capability to remain at sea for a minimum of twenty (20) days, conducting commercial scale pot fishing operations continuously during that time. All cruises will begin and end in Dutch Harbor, AK. A typical work day (weather permitting) will be twelve (12) hours long and occasionally as long as sixteen (16) hours. Usually about forty (40) pots will be launched an lifted every day, but on some days the number may be as many as fifty (50). All fishing gear will be provided by the Government. All gear handling and fishery machinery (pot-hauler, line-coiler, bait-chopper, cranes, etc.) will be provided by the Contractor. The research pots must are 7.5' by 7.5' by 36" and weigh approximately 1100 pounds. The chartered vessel must have deck space and fishing machinery capable of handling sixty (60) such pots. The vessel must be able to simultaneously stack the pots and provide space for safe catch sampling operations, and provide space for cod tagging operations (which includes space for six permanently secured live tanks, each tank having a footprint of approximately 5 feet by 5 feet). The vessel must provide one source or two for sea water for the live tanks which will be fully plumbed and will require a supply of fresh non-chlorinated seawater of 25 gallons or more per minute for each tank. Pressure of the water supply must be 20 psi or less, lower pressure is preferred. The offeror must provide an experienced crew that consists at a minimum of six (6) persons: a captain, an engineer, three deck hands, and a dedicated cook. The chartered vessel shall have sufficient living quarters and berth space to comfortable house a scientific field party of seven (7), comprised of both genders, as well as comfortably house the entire crew. This is a full and open procurement. All responsible, responsive offers will be considered. The NAICS code for this procurement is 487210 and the size standard is $6.0 Million.
