- Northern Region Contracting Cemter intend to issue solicitation W911S0-04-R-0006 to provide services to fully execute the Guaranteed Fixed-Price Remdiation (GFPR) approach under a Performance-Based Contrat (PBC) by conducting the required environment al restoration services for which the United States Department of the Army (the Army) is statutorily responsible for; The contractor shall address any and all unforeseen environmental , scheduling, and regulatory issues; and assuming contractual liability and responsibility for the achievement of the performance objectives for the sites at the Rock Island Arsenal (RIA), located in Rock Island, Illinois (the âInstallationâ) identified in this Performance Work Statement (PWS), including both on and off-site contamination for which the Army is responsible. Services shall include but is not limited to the necessary environmental restoration work as required to meet the performance objectives of the PWS. Remediation of RIA-001 and RIA-014 shall be con ducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Oil and Hazardous Substances Contingency Plan (NCP) requirements, wit h regulatory coordination of the Illinois Environmental Protection Agency (IEPA) and the United States Environmental Protection Agency (USEPA). Remediation of the Building 64 site shall be conducted persuant to the Resource Conservation and Recovery Act ( RCRA), with regulatory coordination of the IEPA.
