- Description
- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a synopsis for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) to purchase on a sole source basis with R.F. Systems, 5967 Heath Court, Pollock Pine, California 95726 antenna testing at the Silver Lake, MS and Red River, AR receiver stations. The order will be firm fixed price. The antenna components were made by Microwave Techniques Inc (now out of business) and Dielectric Communications. R.F. Systems is the only company that Dielectric Communications has certified to work on this antenna system. The test will be performed on twelve (12) 400 foot antenna arrays at the Silver Lake, Mississippi site and twelve (12) 400 foot antenna array at the Red River, Arkansas site of the NNSOC transmitter station for VSWR (Voltage Standing Wave Ratio), RF insertion loss and phase balance according to the test procedures outlined in NAVELEX standard Engineering Installation Package for NAVSPASUR Low Alititude Receiver Antenna drawing number 0127666. The duration of these test should not exceed three weeks and must be completed by 30 September 2004 at a time mutually agreeable to the contractor and NNSOC. The contractor will supply the necessary labor to make these measurements. The contractor will supply the necessary electronic test equipment. The contractor will provid e test point measurement documentation in the format specified in drawing 0127667. The antenna specifications, which set the acceptable test parameter limits, are identified in drawing 0127654. The contractor will identify and tag defective components, which case the measurements at individual test points to exceed tolerances. The contractor will replace defective components if spares are available on site. If spares are not available, the contractor will notify NNSOC Space Surveillance Program personnel as soon as possible. At the completion of the testing, the contractor will deliver a report containing the measurement documentation, a listing of defective components and their locations and a listing of replaced components and their locations. This procurement will be issued using Simplified Acquisition Procedures. The North American Industry Classification Code is 541 330, size standard $4M. Interested parties must be able to demonstrate in writing their capability to provide the requested expertise and services in a timely fashion.
