Description
NASA LaRC has a requirement for a thermo-graphic inspection system for the inspection of the Shuttle Orbiter RCC between flights in any position, situation, and /or location. The system shall consist of an infrared camera, with flash tubes for heating of the specimen. The flash tubes heating shall have a user selectable duration of 3 to 5 microseconds. The system also requires acquisition software to acquire and store the data obtained from the infrared camera. Following the data acquisition, the system shall be capable of data reduction to yield meaningful characterizations of subsurface flaws. NASA LaRC intends to purchase the system from Thermal Wave Imaging, Inc., who is the only known responsible source capable of meeting the agency's requirement. Thermal Wave Imaging, Inc. is the only known manufacturer of this system. It would take substantial duplication of time and money for another company to offer a similar product that could meet this requirement, and these costs are not expected to be recovered through competition. The Authority for other than full and open competition is FAR 13.5. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 26, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
