- This is a combined synopsis/solicitation for commercial items prepared per the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written notice will not be issued. The solicitation number for this RFQ is 48440000774. This is an RFQ. The following provisions and clauses incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders Commercial Items. These clauses are in effect through Federal Acquisition Circular 2001-12 dated February 1, 2003. No addenda apply to these provisions and clauses and no additional FAR clauses apply. This requirement is 100% set-Aside for Small Businesses However if there are no responses from small business others may be considered. The NAICS code is 334516 with a size standard of 500 employees. The Tax and Trade Bureau National Laboratory Center (ATF) has a requirement for a Metrohm Acid Titrimeter System. Both Beverage Alcohol and Nonbeverage Products Laboratories will use the titrimeter for determing total acid in various beverage samples. Features include 1) a robotic sample processor with a carousel tray system having a compact footprint. 2) The option of future addition of an automated sample pipetting (measuring) device. 3) The option of future addition of an automated waste sample aspiration device. 4) The sample carousel should hold approximately 60 beakers and 5) A component that adds accurate micro amounts of reagent. All of the system?s components should be built by the same manufacuter. Generic features include computer controlled instrument; medium to large capacity sample processor/changer; titration head with stirrer, temperature probe, and pH electrode: laser printer; 120 voltage and maintenance session must be provided. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Shipping shall be FOB Destination to Ammendale, MD 20705-1250. Award will be made utilizing simplified acquisition procedures under FAR Part 13. Award will be made to the offeror based on best value in the order of the functional and technical specification, past performance and price for the government. The government may elect to pay a cost premium to select an offeror whose ratings on non-cost evaluation factors (e.g. technical quality and past performance) are superior. A ?premium? is defined as the cost difference between the lowest evaluated cost of a technically acceptable offer and a higher priced offer deemed to be superior from a Technical Quality and/ or Past Performance standpoint. Product literature should accompany the quote. Must be registered in the Department of Defense?s Central Contractor Registration database www.ccr.gov to receive this award.
