Description
This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. Request for Quotation number SECHQ1-04-Q-0004 shall be referenced on any quotation. The NAICS code is 492210 with a business standard of $21.0 million dollars.) This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business Set-Aside, FAC-19 All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Securities and Exchange Commission plans multiple awards. This contract action will result in a Firm Fixed Price contract. The Contractor shall deliver a variety of newspaper and magazine subscriptions for multiple subscribers to the library in the Securities and Exchange Commission (SEC) building at 450 5th St., NW and to the lobby of the 901 E. St. building, both in Washington, D.C. Daily Delivery. The Contractor shall deliver the following newspapers by 6:15 a.m. Monday through Friday (including editions for Saturdays/Sundays and holidays delivered on the next business workday) and during inclement weather in the following estimated quantities: 37 each New York Times, Mon-Fri; 34 each New York Times, Sat; 2 each New York Times, Sunday edition; 16 Washington Post, Mon-Fri.; 6 each Washington Post, Sat. edition; 2 each Washington Post, Sunday edition; 20 each Wall Street Journal, Mon-Fri;4 each Washington Times, Mon-Fri; 3 each Washington Times, Sat; 3 each Washington Times Sunday; 7 each USA Today, Mon-Fri; 1 each International Herald Tribune, Mon-Sat; 1 each Los Angeles Times, Mon-Sat; 1 each New York News, Mon-Fri, Sat, and Sunday; and 2 each New York Post, Mon-Fri, Sat, and Sunday. Monday Delivery. The Contractor shall deliver the following magazines by 6:15 a.m. every Monday (including editions for holidays delivered on the next business workday) and during inclement weather in the following estimated quantities: 3 each Financial Times; 2 each New Republic; 6 each Barrons; 4 each Money; 4 each Forbes; 2 each Fortune; 2 each Time; 3 each Newsweek; 2 each Businessweek; 1 each Rollcall, monthly; 1 each Rollcall, Mon-Thurs; and 3 each U.S. News and World Report. 3 Friday Delivery. The Contractor shall deliver the following magazines by 6:15 a.m. every Friday (including editions for holidays delivered on the next business workday) and during inclement weather in the following estimated quantities:7 each Economist. Quantity Change. The Contractor shall be able to make changes in quantity quickly.1 The Contractor shall bundle and label newspapers and magazines separately on each account. Make deliveries F.O.B. U.S. Securities and Exchange Commission, 450 5th St. NW, Room 1C00, Washington, DC 20549. The period of performance is from May 1, 2004 through April 30, 2005. The request is for the base year plus 4 option years. The SEC will award the service between two vendors as follows: CLIN 0001 of Washington Post, New York Times; Washington Times, International Herald Tribune, Los Angeles Times, New Republic, Forbes, Time, Newsweek, U.S. News and World Report. CLIN 0002 of Wall Street Journal, Financial Times, USA Today, New York News, New York Post, Barrons, Money, Fortune, Businessweek, & Rollcall. Vendors may bid on both CLINs or only one CLIN; however only one CLIN will Be awarded to a Vendor. Evaluation Factors for Award. An award will be made to the most technically acceptable responsive offer using a best value analysis. Technical considerations and past performance are significantly important. Documentation shall establish a bona fide capability to meet the above requirements. Responsible parties having the ability to meet this requirement are to respond in writing within 15 days after publication of this notice to the U.S. Securities and Exchange Commission, Contracts Office, 6432 General Green Way, Alexandria, VA 22312.
