Description
NAICS Code: 541380 The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in Ada, OK, with Mississippi State University Chemical Lab (MSU) under the authority of FAR Part 6.302-1 to analyze sediments and water for the presence and concentrations of organic contaminants. The requirement includes analyses for Organochlorines/PCB's as Arochlors and Aliphatic & Polynuclear Aromatic Hydrocarbons on all the samples. MSU previously provided these analyses on the first batch of samples for this project. Now, EPA has identified a second batch of samples that need to be analyzed. This notice is not a request for quotations. EPA market research indicates the Mississippi State University Chemical Lab is the only known contractor with the appropriate level of technical knowledge necessary to conduct these analyses. Since these analyses are a natural progression from previous work completed, it would take considerable time for a new contractor to become familiar with the work already completed. Moreover, the remaining set of samples must be analyzed in the exact same manner as the previous set. MSU is the only known source that can ensure consistency in methods and data generation between the first set of samples and the current set. MSU will ensure consistency in data reporting and analytical procedures used so the results from the first set of samples can be compared to the results of the current set of samples. Since the original work was completed by MSU, and because of their unique familiarity with this project, they are the only known contractor capable of completing the requirements within the required time limitations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday, March 26, 2004 at 3:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541380. The anticipated award date is April 1, 2004.
