Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13.5 with the format in Subpart 12.6 as supplemented with additional information included in this notice. FISC Norfolk Naval Shipyard anticipates award of a firm-fixed price contract for the following items: NON-METALLIC HOSE ASSEMBLY; CLIN 0001 Qty 400 EA to be delivered on 14 April 2004. Ordering Data: Heavy duty, hardwall, suction and discharge hose. The reinforcement shall consist of natural or synthetic textile yarns which are woven with a helix or helixes of round steel wire and filler yarns alternately spaced. The hose inner liner (tube) and outer cover shall be any color except yellow or magenta. The color shall be thoroughly embedded into the reinforcement and helical wire(s) to provide a homogeneous hose wall and result in sufficient adhesion to meet the required hose applications as follows: 1.) 2? I.D. X 2-1/2? O.D. 2.) Hose must have a minimum working pressure of 150 PSI and must not exceed a working pressure of 300 PSI. Any working pressure in between is acceptable. 3.) Must have a minimum bend radius of 8? 4.) 1.10 LBS maximum weight per foot without couplings. 5.) Hose must be able to take a full vacuum, 6.) Must be resistant to weather, oil, solvents, and mild acids 7.) Hoses are to be provided in 50 foot lengths (+12?/-12?) 8.) Hose must have a male coupling (MS27021-12) on one end and a female coupling (MS27025-12) on the other end. Couplings to cam-locking, quick-connect type. Coupling material shall be red brass alloy C84400 only. 9.) Hose shall be ?Boston Royalflex P1196? or equal. 10.) Each assembly shall have the manufacturer?s name, contract number and pressure rating on the layline in permanent ink. 11.) Supplier must provide written certification that hose assemblies (hose and fittings) have been hydrostatically tested at 150 P.S.I. for 10 minutes with zero leaks and or buldges. A copy of this certification is to be sent to Code 135, BLDG 276, and a copy is to be sent to Code 532 to be filed with the contract. 12.) At no cost to the government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. 13.) Hoses must be palletized. HOSE ASSEMBLY, STEAM 1?; CLIN 0003 Qty 150 EA to be delivered on 14 April 2004. Ordering Data: 1.) 1? inside diameter x 1.562? outside diameter x 25 feet long* (*+/- 12? length tolerance prior to attachment of end fittings) 2.) Temperature rating to be 450 degree Fahrenheit. 3.) Maximum operating pressure to be 250.0 pounds per square inch. 4.) Burst test pressure to be 2500.0 pounds per square inch. 5.) Inner conveying tube material to be either butyl, chlorobutyl, bromobutyl, or ethylene-propylene-diene-terpolymer. 6.) Inside surface condition to be smooth. 7.) Outer covering environmental protection to be abrasion, ozone, and steam resistant. 8.) First layer to be braided steel wire. 9.) Second layer to be braided steel wire. 10.) Third layer to be braided steel wire. 11.) Outer layer to be molded rubber. 12.) Stainless steel liner to be 0.812? inside diameter x 0.010? thick. The metal liner shall be type 302, 304, 316, or 321 stainless steel. 13.) Stainless steel liner to be permanently/ mechanically attached to hose and fittings. 14.) Each assembly to be coupled, male x female boss and spud with polymer seat. Male boss and polymer spud to be permanently assembled and ready for use. 15.) Each completed hose assembly shall be hydrostatically tested to 250 PSI and held for 30 minutes with zero leakage allowed. 16.) Supplier must provide written certification that hose assemblies (hose and fittings) have been hydrostatically tested at 250 PSI for 30 minutes with zero leaks and/or buldges. A copy of this certification is to be send to Code 135, Building 276, and a copy is to be sent to code 532 to be filed with the contract. 17.) At no cost to the government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. 18.) Each hose assembly shall be permanently marked with contract number and manufacturer?s name. 19.) Hoses must be palletized. 20.) Due to unresolved technical issues, offers of Boston Concorde Hose will not be accepted at this time. HOSE ASSEMBLY, RUBBER, AIR SERVICE, 2?; CLIN 0004 Qty 35 EA to be delivered on 14 April 2004. Ordering Data: 1.) 2? Hose assembly (2.00?ID x 2.625? OD) x 50? length (+/-12?) 2.) Working pressure to be 300 PSI minimum. 3.) Construction to be synthetic rubber inner tube, reinforced with synthetic high strength textile yarn, and a synthetic rubber cover. The cover shall not contain any color containing yellow or magenta shades. 4.) Cover to be mild acid and oil resistant. 5.) End fittings to be swage type x 2? male nominal pipe thread. 6.) Hansen quick connect coupling part number B16-T51 (PLUG), ?or equal? to be installed on one end of the hose assembly and Hansen quick connect coupling part number B16-S-51-SL (SOCKET), ?or equal? to be installed on the opposite end. These fittings are to be all brass and/or stainless steel only. 7.) A safety cable equal to ?Dixon? style ?W? whipcheck is to be permanently attached behind the shoulder on the male end of the hose assembly. This permanent attachment method is to be done via crimping. 8.) Hoses to have a layline containing manufacturer?s name, working pressure, and contract number. 9.) Each completed hose assembly shall be hydrostatically tested to 150 PSI and held for 30 minutes with zero leakage allowed. 21.) Supplier must provide written certification that hose assemblies (hose and fittings) have been hydrostatically tested at 150 PSI for 30 minutes with zero leaks and/or buldges. A copy of this certification is to be send to Code 135, Building 276, and a copy is to be sent to code 532 to be filed with the contract. 22.) At no cost to the government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation purposes from any or all offerors during the evaluation process. 23.) Hoses must be palletized. All deliverables shall be FOB Destination, NNSY, Portsmouth, VA 23709-5000. Delivery is required on or before 14 April 2004. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The applicable quotation number is N00181-04-Q-0342 and the NAICS classification is 326220. Inspection and acceptance is at destination. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-2 Evaluation--Commercial Items (price and past performance are equally important in evaluation), 52.212-3, 52.212-4, and 52.212-5 (incorporating (11), (12), (13), (14), (15), and (16). ADDENDA: DFAR 252.212-7000, 252.212-7001 incorporating 252.225-7001, DFAR 252.204-7004. Contractors are required to be registered in the CCR (Central Contractor Registration). Lack of registration in the CCR shall make an offeror INELIGIBLE FOR AWARD. All responses MUST include a completed copy of the certifications and representations set forth in FAR 52.212-3 and DFAR 252.212-7000 Parties responding to the Request for Quotation may submit their quote in accordance with their standard commercial practices (e.g.; company letterhead, quote form, etc.) but must include the following: (1) complete mailing/remittance address(es); (2) prompt payment discount (if applicable); (3) delivery schedule; (4) taxpayer (TIN) ID#; and (5) all completed certifications as required herein. All responses must be received by this office NLT 16:00 PM (local time), 24 March 2004, and shall reference the request for quote number N00181-04-Q-0342.
