Description
Defense Contracting Command-Washington (DCC-W), in support of the Force Management School (FMS), is conducting a market survey in accordance with FAR 10.0001 to determine the extent of Small Business participation and capability to perform the Force Management Support Services requirement summarized below and in accordance with the Statement of Objectives (SOO). The NAICS code for this procurement is 611310 and the size standard is $6 million dollars. This is not a request for proposal. Capability pa ckages should include a description of your company experience as related to this type of procurement. The contractor(s) shall provide support to the Force Management School: (1) comprehensive force management support services to a wide range of governm ent agencies to include the Executive Branch of the Government, and Congressional Committees and (2) to provide in-depth education and training to both military and civilian personnel in the entire spectrum of Force Management, to include the why and how t o of determining force requirements and alternative means of resourcing. The Contract provides for the focusing of force capabilities centered upon the processes, system of systems and regulatory basis of force management and the capabilities that must be sustained through management of doctrinal, organizational and materiel change. The Force Management Service Support (FMSS) contract was initially solicited for and awarded in November 1993. The goal of the proposed contract is to provide four (4) critic al support areas to senior leaders of the executive branch of the government and Congressional Committees: (1) provide comprehensive FM support services to a wide range of government agencies to include the Executive branch of the government and Congressi onal Committees and (2) to provide in-depth cost effective training, and education to both Military and civilian personnel and (3) to assist and support the development and establishment of National Security Systems, National Security Decision ?????? Makin g Systems, and establishment and training of foreign military forces and (4) through the use of the FMS provide the means of maintaining currency of specified force management publications, regulations, manuals, pamphlets, circulars and associated document s, providing review, updating, and publication of force management related publications. On 24 June 1994 The Force Management School (FMS) was established as a central educational institution for preparing senior leaders both military and civilian enterin g the FM worldwide community. Since FMSS Contract inception the FMS has provided in excess of 11,000 graduates, and has provided support to the following executive department agencies; DoD, Department of State (DOS), Department of Homeland Security (DHLS) , Military Services, and Congressional Committees, support to the above agencies was provided through analysis, assessments, studies, organizational reviews, training, and education. The FMSS Contract allows leaders to focus on Force capabilities centered upon the processes, system of systems and regulatory basis of Force Management and the capabilities that must be sustained through management of doctrinal, organizational and materiel change. The Force Management School provides the only means to teach t he Army How the Army Runs versus the TRADOC School System, which teaches how the Army fights. The contract also will provide, through the FMS, with the means of maintaining currency of specified force management publications, regulations, manuals, pamphle ts, circulars and associated documents, providing review, updating, and publication of force management related publications. Other assistance that the Contract will provide are the means to support the development and establishment of National Security S ystems, National Security Strategies, National Security Resourcing Systems, National Security Decision - Making Systems, and the establishment and training of f oreign military forces. The Government anticipates that a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, with multiple awards will be solicited for and awarded. The expected period of performance will be for a Base Perio d of 12-months with four (4) 12-month Option Years.
