Description

The 913th Airlift Wing MSG/CONF, 1051 Fairchild Street, Willow Grove ARS, PA 19090 intends to negotiate a Sole Source procurement with R. Reiko Miyahara Associates, Inc., 146 Montgomery Avenue, Bala Cynwyd, PA 19004-2984 to revise and update a design that they originally completed in 1997 for "Renovation of Wing HQ, Bldg. 203" Willow Grove ARS, PA. Services will require the original designer of record, including the original Principal Engineer, to provide a Professional Engineering certification to any changes to the design without creating an entirely new design. 913th research indicates that only the original design firm can certify changes without duplicating calculations that will have negative impacts to cost and schedule. No other A&E firm can be professionally bound to update a design stamped by another A&E firm. The statutory authority under FAR 6.302-1(a)(2) authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. Otherwise qualified firms that believe they can provide design services without a negative impact to the project must respond to this notice prior to close of business on 26 April 2004. Offerors responding to this notice must demonstrate their ability to provide an equivalent service, rationale as to why they should be considered and demonstrate that bringing in another A&E firm does not impact costs or schedule.
