Description
Immigration and Customs Enforcement (ICE) under the Department of Homeland Security (DHS) has a requirement to conduct 25 Training classes for ?Tracing Illegal Proceeds? courses at ICE Special Agents In Charge (SAIC) locations through out the United States during FY 04. Investigations Training Institute (ITT), Orlando, Fl., a Small Business have been providing ICE?s Investigation Directorate with financial training for the special agents. ITI has been utilized for the past 10 years by former Customs special agents and provides curriculum that is updated and customized for ICE investigation procedures. Financial investigation applications are detailed to provide attendees with a system to gather, analyze and present financial evidence to enhance forfeiture actions and identify major narcotic trafficking and related money laundering conspiracies as investigated by ICE. Topics address the financial aspects of business fronts, financial deceptions, sham transactions and money laundering movements used to fund and operate criminal networks. The curriculum includes discussion topics for attendees to gain and exploit financial information and business contacts to develop innovative projects to identify major narcotic and money laundering cases. Curriculum topics will be adjusted for attendee skill levels, experience and group composition to meet ICE training needs. The training offers a field investigation process and is appropriate for all skill and experience levels. Prerequisite or advance preparations are not required. Specialized financial investigation methods are presented to (1) identify targets and crime networks, (2) corroborate charges and (3) locate hidden assets. Innovative field applications, organization discipline and analytical skills are presented to assess and resolve cases in a proficient and timely manner. Interested vendors capable of meeting these requirements shall formally express their interest from ICE and provide marketing information to ICE to the undersigned contract specialist by March 17, 2004. Interested vendors must identify whether or not they hold a current Federal Supply Schedule contracts with the General Services Administration (GSA), and specify the pertinent Schedules and contract numbers under which their training may be procured. Responses to this announcement are not offers and cannot be accepted to form a binding contract. No cost data should be submitted. Materials submitted will not be returned to the senders.
