- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCG81-04-Q-MD542, is issued as an unrestricted request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. Contract Line Item Number (CLIN) 1 – Lodging Rooms for 35 U. S. Coast Guard personnel, for 182 days, from April 1, 2004 (check in day) through September 30, 2004 (check out day). Description: Lodging Rooms can be double- or triple- occupancy, and one location is preferred. However, lodging rooms at multiple locations may be considered. For multiple locations, total mileage and occupancy-type of rooms must be specified. Rooms shall have one bedroom and one bath for each occupant, be furnished with a refrigerator, microwave oven, linens, housekeeping, local telephone, cable T.V. services. The lodging facility must have parking, on-site laundry, and 24/7 physical access control security. The geographic location for consideration is limited to facilities located within 8 miles from the U S Coast Guard Group Mayport located at 4200 Ocean St., Mayport, FL 32233, on the south side of St. Johns River. Include the address and distance (mileage) of the lodging facility to Group Mayport. Also, include all available amenities, the check in and check out times and cancellation policy. The Government will award a contract resulting from this solicitation, to the responsible offeror whose offer conforms to this solicitation and is the most advantageous to the Government, price, past performance, quality, security and other factors considered. Also, OFFERS will only be considered from Offerors who ARE COMPLIANT WITH THE HOTEL AND MOTEL FIRE SAFETY ACT OF 1990. OFFEROR SHALL INCLUDE THE LODGING FACILITY FEMA NUMBER, WHICH IS REGISTERED WITH THE U S FIRE ADMINISTRATION. All offers will be evaluated in accordance with simplified acquisition procedures, FAR Subpart 13.106. The provisions at 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-4, Contract Terms and Conditions- Commercial Items (March 2001) and 52.215-5, Facsimile Proposals (Oct 1997), apply to this solicitation. The provision at 52.212-3, Offeror Representations and Certifications – Commercial Items (May 2001), must be completed and submitted with the RFQ.
