Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. HSFEMW-04-Q-0021, issued as a Request for Quotation (RFQ), is for the purchase of Up/Down Converters in support of FEMA response/recovery mission. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2001-20. This procurement is being solicited on an unrestricted basis. Only one award will result from this solicitation, via the issuance of firm-fixed-price simplified acquisition order. Items are req'd to be delivered, FOB Destination, to five FEMA MERS Detachments located at: Thomasville, GA 31792, Denton, TX 76209, Maynard, MA 01754, Bothell, WA 98021-9796, and Lakewood, CO 80226-9424, which are also the places of inspection & acceptance. Gov'ts desired delivery time is 4-8 wks after receipt of order however, earlier delivery will be accepted. ITEM 1. Ku-Band Low Phase Noise Slimline Upconverter synthesized in 125 KHz steps equipped with power output (+6 dBm @ 1 dB comp.), RS-422 remote interface, front panel gain adjust, RF Freq.: 13.75-14.5 GHz, IF Freq.: 70 MHz, Prime Power: 115/230 VAC, L3 Comm Model # UC14M2-430A000, or approved equal, QTY: 10 EA. ITEM 2. Ku-Band Low Phase Noise Slimline Downconverter synthesized in 125 KHz steps equipped with RS-422 remote interface and front panel gain adjust, RF Freq.: 10.95-12.75 GHz, IF Freq.: 70 MHz, Prime Power: 115/230 VAC, L3 Comm Model # DC11M2-430A000, or approved equal, QTY 10 EA. BASIS FOR AWARD: The Gov't will make award to the responsible/responsive offeror whose offer will be most advantageous to the Gov't based on price alone. The provision at FAR 52.212-1 "Instructions to Offerors--Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items," with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.203-6 "Restrictions on Subcontractor Sales to the Government," 52.222-3 "Convict Labor," 52.222-19 "Child Labor--Cooperation with Authorities and Remedies," 52.222-21 "Prohibition of Segregated Facilities," 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Handicapped Workers," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," 52.225-3 "Buy American Act--Supplies," and 52.232-33 "Payment by Electronic Funds Central Contractor Registration." The aforementioned provision and clauses can be accessed electronically at http://www.arnet.gov/far and http://www.gsa.gov/far. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. DESCRIPTIVE LITERATURE: If an offeror is proposing an "or equal" product, said offeror must provide descriptive literature adequate enough for the Government to determine if the proposed product meets the Government's minimum requirements, as identified in the item descriptions above. Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product complies w/the requirements stated above will result in rejection of that product.
