- A-76 Streamlined Cost Comparison Tentative Decisions ? The Space and Naval Warfare Systems Center Charleston SC has completed streamlined cost comparisons for management support services (study NC20010753), management support data processing services (study NC20010765), and financial services (study NC20010766). On 5 March 2004, the streamlined cost comparison forms (SCCFs) were signed, indicating the completion of the studies and announcement of the Contracting Officer?s tentative cost comparison decisions. The result is that performance of each of these three study functions will remain in-house (performed by incumbent Government personnel). In accordance with OMB Circular A-76, Revised Supplemental Handbook, no commercial party may contest any aspect of these streamlined cost comparisons. Point of Contact: Donna J.
