- Based on information available at this time and the proprietary nature of the software, and in accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1, the Government considers the services specified to be only available from Prolifics/A JYACC Company. As the primary developer of Quicktime, Prolifics is the only company that has the intimate knowledge of Quicktime architecture, design, and source code to make the required modifications needed to use the diagnostic software necessary to provide the performance, tuning, and testing required. The diagnostic software to be utilized by Prolifics will be Wily Introscope, Rational Robot, and Virtual Tester which has been proven to work with Panther. Concerns having the ability to furnish proven performance monitoring, testing, and support services for the Quicktime time and attendance system shall provide written notice including a telephone number for a Point of Contact (POC), to the acquisition office listed above within 2 calendar days from date of this synopsis. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered no responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. All sources responding to this synopsis shall submit information relating to their business status, including identification as to whether small, large, minority-owned, woman-owned, or 8(a) certified. NAICS code is 541511. A firm is considered small for this acquisition if its average annual receipts for the preceding three years does not exceed $21.0 million.
