Description
DESC: The purpose of this Sources Sought is to obtain information from sources that feel they are capable of meeting USSOCOM needs for chemical agent point detectors as described herein. This request is for commercial off-the-shelf items. US Special Operations Command is looking for companies that have recently developed or produce commercial off-the-shelf chemical agent detectors and toxic industrial material detectors that would meet the following criteria: handheld, water-resistant, detects and identifies specific agents and reports them by name: chemical warfare agents, at minimum: vapors (GA, GB, GD, GF, VX, HD, L, AC, CK, CG), and/or: Toxic Industrial Chemicals (TICs) and Toxic Industrial Materials (TIMs); seeking best detection sensitivity (critical), fastest response times; other requirements that would be required but with flexibility by user decision: 4 lb max wt, size under 50 cubic inch and audible alarm user options, minimum 8 hrs continuous operational data collect/internal storage and retrieve agent data/spectra, download via IR Comms port, cleardown time under 2 minutes, < 5% false positive alarms to commonly occurring interferent materials, operates in -220F to +1240F, under low/high/ambient relative humidity, and storage conditions -800F to +1600F, continuous 12 hour battery-powered operability and external A/C adaptable, commercial or DOD batteries, equipped to support software updates via IR comm for detection agent and interferent data, display to be readable in various lighting and under visual constraints, pressure proof to 33 ft, operable in salt, fog, sand, and dust environments, and passes vibration tests. Ultimately we seek the capability to detect fourth generation agent threats of future operations. The United States Special Operations Command (USSOCOM) seeks the above described detectors from worldwide sources, as well as any potential candidates in current Government programs (US or foreign). USSOCOM intends to review product literature, test data, and methodology used to support claims of ability to meet described capabilities. USSOCOM may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Further, based on the results of testing, the government may procure and field systems to meet military operational needs. Responses to this market survey are due on or before 27 March 2004, and must include a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units.
