Description
10 March 2004 The Presolicitation Notice posted 27 January 2004 and Modification posted 28 January 2004 for Solicitation No. N62742-03-R-1836 are hereby cancelled in its entirety. This procurement is to obtain services for performing environmental restoration at environmentally contaminated sites predominately located at Navy and Marine Corps installations and other Government agencies. The contaminants will include, but not be limited to, those identified and regulated under RCRA, CERCLA, Toxic Substances Control Act (TSCA), Solid Waste Disposal Act (SWDA), and petroleum oils and lubricants (POL). A relatively small number of sites may require remediation of radiological waste, or munitions and explosives of concern (including unexploded ordnance or discarded military munitions). The contaminants included are predominately solvents, POL, metals, acids, bases, reactives, non-explosives ordnance residues or compounds, polychlorinated biphenyls (PCBs), and pesticides. Contaminants may be present in soils, sediments, ground water, air, sludge, surface water, and man-made structures. The contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas or other facilities. The work performed will be predominantly in the Naval Facilities Engineering Field Division (NAVFAC EFD Pacific) area of responsibility, including but not limited to Hawaii, Guam, Japan, Okinawa, Johnston Atoll, Diego Garcia and other areas in the Pacific and Indian Oceans. The contract will be Cost Plus Award fee (CPAF), Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with a ceiling of $60 million. Projects may be of significantly varying types and magnitude. The work may require capability to perform large-scale multiple projects simultaneously, and ability to mobilize for significant and unexpected surge requirements on short-notice. The workload is subject to uncertainty and workload fluctuations may be significant and unexpected throughout the period of the contract. The contract term will be a base period and four one-year option periods. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 562910, Environmental Remediation Services. The size standard is 500 employees. This is a source selection procurement requiring both technical and cost/price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. The technical evaluation factors, when combined, are considered significantly more important than cost/price. Technical evaluation factors are as follows: (1) Corporate Experience; (2) Corporate Past Performance (3) Experience/Qualifications of Key Personnel; (4) Technical and Management Approach; (5) Small Business Utilization; and (6) Financial and Management Systems. The Request for Proposal (RFP) will be available on or about 12 February 2004. The RFP may be downloaded at the website http://www.esol.navfac.navy.mil. Planholder's list is available at the website. AMENDMENTS WILL BE POSTED ON THE WEB SITE http://www.esol.navfac.navy.mil FOR DOWNLOADING. THEREFORE, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
