Description
. Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Subpart 13, as supplemented with additional information included in this notice. A SEPARATE WRITTEN SOLICITATION WILL BE ISSUED, AND POSTED ON OUR WEB SITE AT WWW.FRTIB.GOV. this solicitation is issued as a Request for Proposal (RFP). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2001-15. This procurement is issued as an unrestricted, Commercial Item solicitation. The purpose of this solicitation is to retain a contractor to establish a complementary external, parallel call center in this area that will provide coverage of 20-40% of incoming calls; and, coverage for all calls in the event of a disaster affecting the NFC Call Center operations in New Orleans. The proposal shall demonstrate compliance with the following minimum technical factors for further consideration of award: 1) all sites and personnel used for processing calls must be within the continental United States; 2) the call center site(s) must be removed from New Orleans to be considered acceptable disaster recovery alternatives; 3) the contractor must have prior experience in operating similar call center programs in the financial services industry, and the contractor must provide a dedicated customer service unit with staff working solely on the contract with the Federal retirement thrift Investment Board. Proposals meeting the above minimum requirements will be evaluated on the following technical criteria: 1) People Management; 2) Process Management; 3) Technology Management; and Account Management Capability. Experience in the first three criteria is more important. An estimated monthly volume of total traffic is over 200,000, with an estimated monthly volume to contractor of from 20-40%, although contractor must be capable of handling the total volume in emergency situations. The contractor must include the following in the cost proposal: 1)Identification of the schedule of fees as related to the services to be provided—listing all costs (start up and ongoing) associated with the services and an explanation for their basis; 2) a table listing your best estimated of overall costs by month for the first year of the contract; and 3) indicate if any of above prices including long distant telephone calls, travel and related charges that may be incurred during the project. For this solicitation technical quality is more important than price, and the Board will accept other than the lowest cost/price offers. The Evaluation Factors Technical and Past Performance. While price will be evaluated, it will become more important as Technical and Past Performance factors become more equal. The Agency reserves the right to award without discussions. Offerors shall complete FAR provision 52.212-3, Offer Representations and Certification Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. FAR clause 52.212-5, Contracts Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this procurement. The following clauses with clause 52.212-5 apply; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-34, Payment by Electronic funds Transfer Other Than Central Contractor Registration; 52.222-41, Service Contract Act of 1965, as Amended; 522.222-44, Fair Labor Standards Act and Service contract Act Price Adjustment.
