- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with AAI Corporation, Hunt Valley, MD 21030 for a Site Survey of the AN/USM – 449 Automatic Test Station and related items in Pakistan. The contractor in conjunction with the US Navy is to conduct a one-week (5 day) survey at a time that is mutually agreed to between the Survey Team members and Pakistan. The report of the survey findings is to be submitted within 30 days after completion of the site survey. The proposed acquisition is with AAI who are the Original Equipment Manufacturers (OEM) of the AN/USM – 449 for which the Government does not have the requisite knowledge nor the specifications or drawings. AAI holds all technical data rights to the drawings and is the only qualified supplier. NAWCADLKE intends to procure this service under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
