- ***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Texture Technologies Corporation in Scarsdale, NY for the upgrade of a Texture Analyzer TA.XT2i manufactured by Stable Micro Systems, Ltd. to a TA.XTPlus.*** ***The upgrade package will include replacing the existing TA.XT2i Texture Analyzer electronics and motors. Some of the components currently utilized in the TA.XT2i will be replaced and the old parts will be returned to the supplier. Texture Technologies Corporation is the exclusive North American distributor of Stable Mirco Systems, Ltd Texture Analyzers. This is a sole source requirement based on the fact the upgrade parts shall be 100% compatible with the existing equipment, no other manufacturer would be able to successfully adapt and upgrade this proprietary equipment. *** ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 30 days after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 19, 2004.*** ***A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
