Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with the State University of New York at Buffalo, Buffalo, New York, a requirement to provide assistance to the Manufacturing Systems Integration Division to develop complex control and communication systems for an optical trapping instrument. The software development to be performed shall build on a sequence of software prototypes and performance tests executed over the past year. The tests and prototypes are the basis for the conceptual design of the controllers to be developed, and a detailed understanding of the principles learned is central to designing and building the new control system. The University of Buffalo is uniquely qualified because they are the only source that possesses the requisite knowledge of optical trapping physics, and optical manipulation, network programming and data acquisition systems. They also have extensive experience using the following specialized packages including: (1) Neutral Messaging Language, (2) wxWindows, (3) the Ghost SDK for the Phantom haptic device (from Sensable Technologies) and (5) the NIDAQ API (from National Instruments Instrumentation). *** The period of performance shall be one (1) year from the date of award. *** The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22 & Note 26.
