Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with the George Washington University (GWU) of Washington, DC, a requirement to provide assistance to the Semiconductor Electronics Division to conduct a study of the conductivity of extremely narrow lines of copper, such as are used in the most advanced processing of silicon wafers to produce integrated circuits. This study shall include developing a set of test structures that may be useful in characterizing advanced interconnect. Two areas shall be investigated in this study which are the Monte Carlo simulation of the behavior of electronics in advanced conductors, such as copper and the design of line width metrology test structures. GWU is the only known source to have the expertise and familiarity required to meet the milestones necessary for this project. *** The period of performance shall be one (1) year from the date of award. *** The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (See Notes 22 and 26).
