Description
NA DESCRIPTION: The Environmental Protection Agency (EPA) intends to competitively procure Enforcement Support Services (ESS) for the EPA Region 4 utilizing a performance based statement of work in accordance with all environmental statutes as appropriate {e.g., Resource Conservation and Recovery Act (RCRA), Clean Water Act, Clean Air Act, Toxic Substances Control Act, and the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) (Superfund), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA)}. The geographical boundaries of Region 4 include eight states: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. The Contractor shall be required to support the following tasks of enforcement: TASK 1 - POTENTIALLY RESPONSIBLE PARTY (PRP) SEARCHES: 1) Development of Site History, 2) Records Collection, 3) Interviews with Government Officials, 4) Title Search Reports, 5) Site History Reports, 6) PRP Name and Address Verification, 7) 104(e) Information Request Letter and Notification Letter Support, 8) Investigations, 9) Waste-in Lists, Volumetric Ranking Reports and Transactional Reports, 10) Corporate Research and Financial Assessments, 11) Analysis of PRP Search Information for Evidence of Liability, 12) Expedited PRP Search Work, 13) PRP Search Reports; TASK 2 - LITIGATION SUPPORT: 1) Expert Witness(es), 2) Service of Process and other Documents, 3) Filing of CERCLA Liens, 4) Document and Data Management, 5) Evaluation of Cost Information, 6) Deed Restriction; TASK 3 - ALTERNATIVE DISPUTE RESOLUTION: 1) Provide advice to case team members and parties involved in settlement activities on the design of ADR, 2) Provide for the services of ADR professional(s); TASK 4 - COST RECOVERY SUPPORT: 1) Cost Documentation and Redaction, 2) Evaluation of Cost Information; TASK 5 - CLOSE-OUT MEMORANDA: 1) Close-out memorandum outlining all work performed for all databases, records and/or documents and reports, 2) Confirm that all deliverables have been received; TASK 6 - SUPERFUND DOCUMENT MANAGEMENT SYSTEM (SDMS): THIS TASK IS FIXED PRICE - 1) Retrieve and review site files, 2) Perform QA/AC to test accuracy and reliability of work product, 3) Scan documents into SDMS; TASK 7 - GENERAL RECORDS MANAGEMENT: 1) Identify and develop screening criteria, key word indices, and coding strategies and procedures, 2) Perform all operations to create and maintain databases and conduct searches of the databases. The contract will contain fixed rates for labor and cost reimbursement provisions for Other Direct Costs such as subcontracting and travel. The contract will have a 5 year (60 month) base period. There will be one optional amount equal to 50 percent of the contract value. This procurement is a 100% Small Business Set-Aside. The NAIC Code for this requirement is 541620. The size standard for this solicitation is not to exceed $6.0 million in total annual average gross revenue for the preceding three fiscal years. The Request For Proposal (RFP) will be released on or around July 28, 2003, and proposals will be due approximately 30 days thereafter. The RFP may be downloaded from EPA's website, http://www.epa.gov/oam/regions, on or after the release date.
