- Description
- The Marine Corps Systems Command has a requirement for the design, fabrication, packaging, delivery and testing of Mobility Denial Systems Man Portable (6 each) and Vehicle Transportable (5) Dispensing System Prototypes to include preparing and producing associated documentation and providing logistical, technical and testing support. It is the intent of the U.S. Marine Corps to award up to two (2) Cost Plus Fixed Fee (CPFF) contracts based upon this solicitation (one for the the Man-Portable and one for the Vehicle Transportable or a combination of both). A separate Firm Fixed Price (FFP) contract will be awarded for the Production and Deployment (P&D) Phase of the program to one, or possibly both, of the contractors who participate in the development effort. The objective of the MDS program is to develop a system that will assist the military and possibly law enforcement elements in controlling mobs during unruly protests and violent confrontations. The MDS will dispense a Government-developed aqueous solution that makes surfaces so slippery that belligerents will be reluctant to enter the treated area or find it extremely difficult to functin within that area. This material will be forward to all interested parties who request it by 15 March 2004. OFFEROR’S QUESTIONS: Questions may be submitted via e-mail to Alice C. Pladson at pladsonac@mcsc.usmc.mil NOT LATER THAN 19 March 2004. All questions must be submitted electronically. Answers to questions will be posted on the MARCORSYSCOM web site http://www.marcorsyscom.usmc.mil/sites/ctq/opport.asp by 23 March 2004. If necessary, answers to the questions will also be provided via an amendment/modification to the Synopsis/Solicitation. SUBMISSION OF OFFERS: DUE DATE FOR OFFERS IS 1 April 2004, 2:00 PM EST . An original and five (5) copies of each offer shall be submitted to MARCORSYSCOM at the following address: COMMANDER (Attn: AC Pladson: CTQ1AP), Marine Corps Systems Command, 2200 Lester Street, Quantico, VA 22134-6050.. All hand-carried deliveries (including UPS, FedEx, etc.) shall be delivered to the following address: Marine Corps Systems Command, Attn: Alice C. Pladson, 2200 Lester Street, Quantico, VA 22134-60500. No facsimile offers will be accepted. NOTE: Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address and may be received late, unacceptable. CENTRAL CONTRACTOR REGISTRATION: All offerors must ensure that they are registered in the Central Contractor Registration. This is mandatory for award of any Government contract.
