Description
Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award a sole source firm-fixed price type contract to IndaSea, Inc., for a follow on to a research and development effort entitled "Cultural Simulation Model (CMS)" which allows multiple cultural agents to interact to real time data streams which reflect actions of terrorists and non-terrorists. The CMS evolved from unique capabilities resident within IndaSea regarding the use of autonomous (software) data handlers, and the creation of a technologically revolutionary logic web that allows the same data to be applied simultaneously to modeling interactions on multiple scales ranging from very small (simulation of multiple competing interests with an individual person) to very large (global State interactions). The logic webs also have the capability to integrate large amounts of live (incoming) data quickly into the simulation itself, affecting the behavior of the computer agents in real time. Phase I of the CMS resulted in the development of the computer architectural requirements and a working prototype computer model. Phase II of the project incorporated new data into the model, integrated methods to acquire subject matter expert data, developed system-scaling requirements, continued development of display method, and demonstrated the model. Phase II devised methods of distributing cultural elements throughout the CSM structures thereby forming an open system allowing inclusion of data from the multiple perspective of various disciplines. CSM development effectively balanced technical and contextual needs of threat anticipation with the ease of use and understand of the end user. Phase III of the CMS will expand the successful prototype, expand software, increase input from subject matter experts, and expand live data feeds. Phase III will result in a computer simulation model capable of receiving live electronic data, modeling cultural interactions between multiple individuals, and displaying the results of the computations to analysts. Phase III will provide a CSM capable of calculating interactions with the intent of anticipating threats. IndaSea is the originator, developer, designer and sole user of the autonomous data handler and logic web tools necessary for the continued development of the CMS. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full -and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
