Description
This study has three primary objectives. The first is to describe the scope and nature of the various monitoring processes implemented by States or other entities for Parts B and C of IDEA, including general characteristics of the process, staff responsibilities and training, and funding sources and levels. A second objective is to evaluate the effectiveness of states' Parts B and C montoring processes to identify and ameliorate systemic causes of poor outcomes for children with disabilities. The third objective is to provide recommendations to states regarding (1) potential "best practices" in monitoring that should be more systematically investigated or widely disseminated, and (2) elements of states' monitoring processes that could benefit from increased resource allocations. As a part of the technical proposal, the offeror shall submit a proposed study design based on the information provided in the Statement of Work and their knowledge of monitoring processes and issues related to IDEA, Parts B and C. As further outlined in Part IV, the first 6-10 months of this procurement shall be devoted to refining the proposed study design, including instrumentation, through contacts with ED and the Advisory Panel (Task 2). The study design shall include the use of both qualitative and quantitative methods to answer the evaulation questions. This is a draft statement of work and is not a request for proposals.
