The Contracting Officer is Paula Daily, phone 251-690-2047, fax 251 690-2488. Description of Work: For Ce rtified Hubzone Companies Only. The US Army Corps of Engineers, Mobile District is conducting a market survey to identify sources and to increase competition acquisition opportunities for Instruction Design and Development Services. This request is only for a market survey, not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain information on t he availability of Hubzone certified businesses available to provide Instructional Design and Development Services as outlined herein. Responses are required within seven (7) working days after publication of this notice. Hubzone firms interested in bein g considered shall provide name, evidence of Hubzone certification and written statement of capability to satisfy specific requirements as outlined herein and shall include backup information and support documentation. The Government will not pay for any material provided in response to this synopsis nor return any data or documentation provided. The results of this synopsis will be considered for a period of one year from the date of publication of this notice. Specific project requirements include, bu t are not limited to: supervision, labor, equipment, and all things necessary to provide Instructional Design and Development and Design Services for the Readiness Support Center at the Mobile District Corps of Engineers, Mobile, AL. It is anticipated t hat an Indefinite-Delivery/Indefinite Quantity contract will be for awarded for a base and four, one-year option periods in the estimated amount of $100,000 per year. The award will be based on a best value method, trading technical capabilities against p rice. Instructional Design personnel provided under this contract shall have a graduate level degree of Masters or higher in Instructional Design or a student in the last semester of an Instructional Design and Development Masters degree program. The Gov ernment anticipates requiring 8-12 each Instructional Designers during each 12-month period. The requirement for each designer is estimated at approximately ½ man-year during each 12-month period. Examples of Instructional Design and Development requ irements include, but are not limited to: Instructional analysis (scoping, stakeholder identification, needs assessment, objective identification), instructional design, curriculum and instruction development, implementation (video, audio, graphic and tex tual distance learning projects). All work with the exception of Contractor Project Management shall be performed at the Mobile District Corps of Engineers Readiness Support Training facility or off site location as directed by the Contracting Officer or designated representative. It is estimated that off-site requirements are 10% of the total workload.
