Description
The Naval Air Warfare Center Weapons Division intends to procure (2) data recorders. The following are the minimum requirements for CLIN 0001- Data Recorders: data rate minimum of 30 Megabytes/sec (240 megabites/sec), data storage no less than 100 Gigabytes, data stored directly to disk or solid-state memory, data hard disk or solid-state memory must be removable, must have DCRsi compatible interface, must have 1000 Base T Ethernet or PCI playback interface, operational up to 12,000 ft. altitude; operational temp 0 degrees C to +65 degrees C; humidity 5% to 85% relative humidity; random vibration 5 g root-mean-squared, non-operational environment: -20 degrees C to +70 degrees C; shock 10 g; humidity 5% to 98% relative humidity, error rate <1*10 –12. Please include in your proposal separate pricing for the following options: CLIN 0002: external chassis (capable of receiving hard drive or solid-state memory modules from data recorder and interfacing to PC), and CLIN 0003: spare data storage disk or solid-state memory module. Options if awarded, may be exercised at time of award or prior to delivery. A copy of standard commercial warranty shall be included with proposal. The flight data recorder will be used on board passenger-rated aircraft (757, DC-10, DC-9, Gulfstream 5, etc.) for real-time collection of experimental data over the recorder's interface. The recorder will be mounted in a rack in a compartment pressurized and temperature regulated for human habitation. The recorder will be switched on and off and operated in flight. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-04-T-0022 is issued as a Request for Quote (RFQ). The following clauses/ provisions apply FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000) applies to this acquisition and there are no addenda to this clause, FAR 52.212-2 Evaluation -Instructions to Offerors – Commercial Items (Oct 2000) (The Government will award from this solicitation to the responsible offeror whose offer confirming to the solicitation will be most advantageous to the Government, with technical capability to meet minimum specifications, price, and past performance considered. For past performance the Offeror shall provide at least three past or current contracts (including Federal, State and local government and private) for efforts similar to the Government requirement. The Offeror is encouraged to provide information on problems encountered on the contracts and the Offeror’s corrective actions. Offeror must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Jul 2002) and DFARS 252.212-7000 Offeror Representations and Certifications – Commercial Items (Nov 1995) with proposal. These can be found at http://farsite.hill.af.mil/ or http://www.arnet.gov/ . FAR Clause 52.212-4, Commercial Terms and Conditions – Commercial Items (Feb 2002) applies to this acquisition and there are no addenda to this clause. The following clauses/provisions also apply: 52.204-6, Data Universal Numbering System (DUNS) Number (Apr 1998); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (Feb 2000) (including 52.203-6, 52.219-8, 52.222-26, 52.222-21; 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-33); 52.233-2, Service of Protest (Aug 1996) (fill-in: Diane Foucher, Code 210000D, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100); 52.215-5, Facsimile Proposals (Oct 1997); 252.204-7001, Commercial and Government Entity (CAGE) (Dec 1991); 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (Sep 1999) (including 252.225-7001, 252.225-7012). All responses must reference RFQ No. N68936-04-T-0022. The NAICS Code is 334112 and the Size Standard is 1,000. All responsible sources may submit a quotation, which shall be considered by the agency. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All offerors shall submit proposals in writing by mail to Commander, Attn: Carol Jones, Code 210000D, NAWCWD, 429 E. Bowen Rd, Stop 4105, China Lake, CA 93555-6108; by electronic mail to Carol.Jones@navy.mil; or fax to (760) 939-9651 (Attn: Carol Jones) by 1500 local time on 12 January 2004. The resulting award will be a Firm-Fixed Price type contract and the anticipated award date is 02 February 2004. Delivery shall in accordance with FAR Clause 52.247-34, F.O.B. Destination (Nov 1991) and 5252.246-9512 Inspection and Acceptance (Destination) (Mar 1999). Place of Delivery shall be the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Time of Delivery shall be 18 February 2004.
