Description
Air transportation services utilizing contractor-furnished, IFR-equipped, pressurized aircraft for the movement of material and two military couriers. The aircraft must have a door opening large enough to permit six to eight containers measuring 42”L X 26.5”W X 26”H. One solicitation will be issued with separate awards being made for the following seven routes: 1) Colorado Springs CO, 2) Jacksonville FL/Norfolk VA, 3) Kelly AFB TX, 4) Offutt AFB NE, 5) McGuire AFB NJ, 6) Louisville KY, and 7) Travis AFB CA/North Island NAS CA. Maximum weight of cargo and couriers is 2,500 lbs (3,500 lbs at Travis AFB). The period of performance is 1 Oct 04 through 30 Sep 05 with three one-year option periods under FAR 52.219-9, and a “not-to-exceed” six months under FAR 52.217-8. Offers will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3 and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas.
