Description
21st Contracting Squadron (CONS/LGCZ) in conjunction with Air Force Space Command (AFSPC) intends to offer the privatization of the electrical, potable water, and wastewater infrastructure system at Pillar Point Air Force Station (AFS), California. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, if privatized, the firm will be selected to assume ownership of the above-mentioned utility system(s). The successful firm will be required to provide expansions to the system(s) to meet future needs of the Government. The resulting contract, if awarded, will require the contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The contractor shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The contractor shall be responsible for funding all capital investments required to acquire, maintain, and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. The Federal Acquisition Regulations (FAR) will govern the operation and maintenance contract(s). Transfers of property and grants of access are authorized by 10 U.S.C. 2688. Real property interests will be conveyed in the form of a Rights of Way (ROW) as an attachment to the RFP and grants access to the system(s). Transfer of title to the utility system(s) will be conveyed via a Bill of Sale after meeting the licensing and permit requirements of the contract. Past Performance information from potential offerors shall be submitted as directed in the RFP. The utility systems being privatized are described as follows: Pillar Point AFS, California, electric, potable water, and wastewater utility systems support a base population of approximately 30 people.. Pillar Point AFS, located on the north edge of Half Moon Bay, California, is an AFSPC installation that supports research and development tests and launch range operations for DoD, USAF, and NASA space, ballistic missile, and aeronautical systems and commercial space launches. Pillar Point occupies 56 acres. The following information provided is only an estimate of the size, scope and general description of the electrical, potable water and wastewater utility systems at the base and is subject to changes. ELECTRICAL POWER is provided by Pacific Gas & Electric (PG&E.) The system is capable of supporting projected future demands for electrical power without new construction. There is a pole-mounted switch near the entrance to the site, and that pole is the transition point to the underground system on site. The 12.47 KV line goes from the takeoff pole to an enclosed substation consisting of two 750 KVA transformers with a low side voltage of 480V. There are four 500KW diesel generators with output of 480V which are not included in the inventory to be privatized. POTABLE WATER SYSTEM has less than 5,000 linear feet and 70,000 gallons above ground storage tank to provide fire flow. Two small electric pumps and a pressure tank provide system pressure. The supplier of water to the site is Coastside County Water District. WASTEWATER SYSTEMS are available to be privatized at the Pillar Point Site and consist of three septic tanks and multiple leach pits, and one 2000-gallon holding tank that is pumped as needed. The wastewater lines are of original construction, material unknown but likely to be clay. 21 CONS anticipates releasing a solicitation for Pillar Point AFS on or about 5 April 2004.
