Description
Notice of intent to negotiate a Sole Source contract with Knight Manufacturing Company, 7750 9th Street SW, Vero Beach, FL 32968. The Knight?s Manufacturing Company is the only source that can provide the military version. Knight?s Manufacturing is compatibility, uniformity, training familiarity, and operational use to meet the product is a military version and is not available from any other known source. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Proposal? No. DE-RQ52-04NA25210." The Contract Type being considered for this award is a Firm Fixed Price type contract. The term of the 60 days after receipt of contract or less, includes 3 days for Ground Transportation. Contract shall begin on or around 22 Mar 04, contract completion shall be on or about 21 May 04. The Offeror should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, or 8(a) business. The North American Industry Classification System (NAICS) Code is 332994 with a corresponding qualifying size standard of 9,907 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to purchase the following line items: Item 1 ? Carbine M4 Rail Adapter System (RAS) (with three 11 Rib panels) Carbine #98064/96169 to include vertical fore-grip and five panels, Quantity: 100 each and Item 2 -- MWS rail Sling Mount adapter #98721, Quantity: 100 each. The desired delivery date and place is 21 May 2004 with delivery to the Fort Chaffee, Office of Transportation Safeguards, Attn: Bill Rudder, 4th Ave Bldg 1789 Barling, AR 72923. Delivery shall be FOB Destination. Only those Offerors who can furnish the items that meets all the requirements specified herein will be considered. Award will be made based on the lowest evaluated price. All Offerors will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://doe-iips.pr.doe.gov/doebiz.nsf/Help?OpenForm or http://www.doeal.gov/cpd/readroom.htm. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
