Description
The Naval Air Systems Command, Patuxent River, intends to award a sole-source, firm-fixed price contract to FN Herstal, Belgium for 173 GAU-21, .50 Caliber Machine Gun/Pintle Head Mount Weapon Systems for MH-60 Multi-Mission Helicopter. This firm fixed price contract will provide for the procurement of these weapon systems for the MH-60 Multi-Mission Helicopter platform. FN Herstal will also provide engineering technical support services, technical publications, training of organizational and intermediate level maintenance personnel, and supply of preventative maintenance kits. This weapon system will provide the U.S. Navy with a weapon system common with USMC assault support helicopters that will introduce a significant increase in interoperability, improved safety features, a higher volume of fire, a minimization of aircraft modifications, no significant weight increases and a reduction in maintenance costs. Deliveries shall take place from FY04 to FY08. The scope of this contract shall include all of the efforts necessary to manufacture and deliver the 173 systems. In addition, Herstal will design and develop the actual interface between airframe and weapon system. This contract will be issued on a sole source basis to FN Herstal, the sole designer, developer and manufacturer of the M3M. FN Herstal is the only known firm whose product successfully meets the stated requirements. To award the contract to another vendor would result in excessive duplication of effort and costs to the government. FN Herstal is also sufficiently poised to respond to a rapid deployment capability. See Note 22
