- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quotations (RFQ), and the reference number is F73CES40410200. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-15. This is a 100% small business set-aside. The NAICS code is 332999 and the size standard is 500 Employees. Qty (1) Total containment vessel (TVC). The TCV shall be capable of operating in two separate modes. (A) A gas tight mode that shall safely contain all the gases generated from a denotation of capable up to 3 pounds of C4 (or equivalent explosives). (B) Controlled vent mode that shall be capable of containing a detonation capable up to 10 pounds of C4 (or equivalent explosives). The TCV will be cylindrically shaped, with hemispherical ends. The aft-facing hemispherical end swings away to open the vessel. The access opening therefore is the same diameter as the vessel itself. The TCV uses an electrical opening/closing system with a remote control with at least a 20-meter (65 ft) cable. The system can be completely operated by manual means in the event of an electrical failure. A fragmentation sleeve will be included inside the vessel for hard cased devices. The TCV shall have a sealed electrical pass thru to allow for a counter charging capability. The TCV shall also contain drain and fill ports for decontamination as well as a sampling capability to enable monitoring and sample collection after detonation or during the treatment process. The TCV shall be solidly affixed to the trailer, ensuring stability while at the same time allowing radial expansion of the vessel in the event of a detonation. The TCV shall be provided with an electric brake system and shall meet all DOT requirements for licensing in the United States. Accessories for the trailer shall include a spare tire and changing kit, all weather tarp to cover the entire unit during storage, area lighting that shall illuminate the TCV loading door, sealed storage box for tools and the tarp when not in use, stenciling on the TCV door (not to exceed 25 letters) as well as response strobe lighting that shall be wired through trailer plug. Training to include operator and use, maintenance and servicing. Provide a copy of all operators' manuals, both paper and electronic. Please submit warranty information and delivery timeframe. All quotes shall include pricing for F.O.B. destination to Dover AFB, DE. The provision in FAR 52.212-1, Instructions to Offerors-Commercial items, is applicable to this solicitation.
