Description
In accordance with the Federal Aviation Administration Acquisition Management System (AMS) Section 3.2.1.3.12, industry is hereby informed that the Federal Aviation Administration (FAA) has a requirement with an estimated value over $100,000.00. The FAA, under the FAA Contract Tower (FCT) Program, provides air traffic control (ATC) services at Visual Flight Rules (VFR) airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam and Saipan. As of 08 March 2004, ATC services are provided at 219 air traffic control towers (ATCT) under the FCT Program???s existing contracts, which conclude on 30 September 2004. The FAA anticipates that new follow-on FCT contracts will be awarded by 01 October 2004. As a part of the FCT program, the FAA maintains an aviation insurance policy on behalf of the FCT contractors for liabilities, up to $10,000,000.00 per occurrence that may arise during the performance of ATC services. The FAA has a 5-year requirement for providing aviation liability insurance brokerage services in support of the FAA and the FCT program. The anticipated award date for the Aviation Liability Insurance Brokerage Services Contract is expected to be 01 June 2004. It is anticipated that the new Aviation Liability Insurance Brokerage Services Contract will be firm fixed-priced. All questions or comments are due by 3:00 p.m. EST on March 25, 2004 and shall be submitted in writing to Sarah F. Scott, Contracting Officer, ASU-340, 800 Independence Avenue SW, Washington, DC 20591 or via e-mail at Sarah.Scott@faa.gov. Written submissions must be received (not just postmarked) by the due date. Responses submitted via e-mail shall be in either Adobe .pdf format or Microsoft Word 2000 (or earlier) format with file sizes not exceeding 1 MB. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $500,000.
