Description
SAMHSA will award a one year contract with four option years. The purpose of this contract is to maintain and expand the current National Registry of Effective Programs and Practices (NREPP) program. NREPP is SAMHSA?s vehicle for identifying, evaluating and rating effective prevention and treatment programs in the areas of substance abuse prevention, substance abuse treatment and mental health. The proposed procurement will expand the current NREPP to include the review and rating of progams and practices to: 1. Promote mental health and prevent behavioral and mental disorder. 2. Identify and treat individuals with behavioral or mental disorders. 3. Identify and treat individuals with substance abuse disorders. 4. Promote substance abuse prevention. 5. Prevent substance abuse in the workplace. 6. Promote cancer prevention. 7. Community coalitions. The Contractor shall identify, evaluate and rate promising effective programs in the above listed areas for inclusion in the National Registry of Effective Programs and Procedures Expert consultants in the areas of substance abuse treatment and prevention prevention, mental health, cancer prevention, and community coalitions will be identified and recruited to serve as expert reviewers and raters of the candidate programs. Data relating to the review process and outcomes will be collected as a part of the contractor?s continuous quality management program. A DRAFT Statement of Work and DRAFT Quality Assurance Surveillance will be posted at the SAMHSA web site. The items are posted to obtain industry comments and industry standards, if applicable. Industry comments on the DRAFT Statement of Work and DRAFT Quality Assurance Surveillance should be sent directly to dwestall@samhsa.gov. Comments will be received until March 12, 2004. The estimated date for issuance of this RFP is March 24, 2004 with responses due April 23 , 2004. This solicitation may be obtained in any of four ways; by mail; picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852; or, electronically at the SAMHSA web site, or at FedBizOps. http://www.samhsa.gov/contracts. Files will not be made available on the Web Site until after the estimated issuance date. If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check the Web Site regularly for amendments which will also be posted there. Note: If you rely on the Web Site for obtaining amendments, SAMHSA has no way to assure, and therefore, assumes no responsibility for assuring you have downloaded these amendments. Requests for copies of the RFP must be made in writing. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
