Description

AMENDMENT: The following RFQ is hereby reposted with a due date of 3/8/2004, Noon EST. Additionally, the Small Business Set-Aside is hereby dissolved. The RFQ is now under full and open competition. The paragraph in Clause 52.212-05, which set-aside the action is hereby unmarked (deleted from the following notice). The following is a complete copy of the Combined Synopsis and Solicitation HSFLQ041038. Vendors who have already submitted quotes need not resubmit quotes; however, changes to current quotes may be submitted. The Federal Law Enforcement Training Center (FLETC) has a requirement for the items listed below. (i) This is a combined synopsis/request for quotations (RFQ) for commercial items prepared in accordance with FAR Part 12 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written RFQ will not be issued. (ii) RFQ # HSFLQ041038 (iii) This solicitation document and incorporate provisions and clauses are those in effect through FAC 2001-18. (iv) This is under NAICS 451211 (500 employees) or 511130 (500 Employees) (v) There is one (1) line item: L/I 0001, Countererrorism Handbooks, Second Edition, CRC Press, ISBN 0849309646, 5,000 each. (vi) Date of Delivery: Delivery is required no later than 30 days after receipt of order; Place of Delivery is the FLETC, Shipping and Receiving, 2400 Glynco Parkway, Brunswick, GA 31524. FOB: Destination (prices include shipping costs). If quoted FOB Origin, the shipping cost must be provided with the quotation as a second line item. (vii) Solicitation provision at FAR 52.212-1, Instructions to Offerors—Commercial Items is hereby incorporated by reference. (viii) The Government will evaluate quotes to determine the most advantageous to the Government based on price and price related factors, and issue a purchase order on an-all-on none basis. Award may be made without discussions. (ix) FAR Clause 52.212-4, Contract Terms and Conditions—Commercial Items, is hereby incorporated by reference. (x) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, is hereby incorporated by reference. The following paragraphs apply to this solicitation and any resultant order: (b)(13) 52.222-3, (b)(14) 52.222-19, (b)(15) 52.222-21, (b)(16)52.222-26, (b)(17)52.222-35, (b)(18) 52.222-36, (b)(21) 52.225-1, (b)(24) 52.225-13, and (b)(29) 52.232-33. (xi) Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2004) is hereby incorporated. A completed copy should be provided with the RFQ. (xii) Additional terms and conditions affecting RFQ: Vendors must be registered with the Central Contractor Registration (www.ccr.gov) to be eligible for award. (xiii) Quotes must be received to the Federal Law Enforcement Training Center, ATTN: C. Doster, Procurement – Bldg 93, 1131 Chapel Crossing Road, Brunswick, GA 31524, fax to (912) 267-3132, or e-mailed to cynthia.doster@dhs.gov on or before 8 March 2004 at 12:00 Noon.
