- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. This is a sole source requirement IAW FAR 6.302-1. This RFP has the following line items: 0001 - (1) Trimble GPS TS 5700 RTK/PP Reference Station Part Number 57100-90 0002 - (1) Trimble TrimMark 3 Base Equipment Set Part Number 44100-30-42 0003 - (1) Trimble GPS TS 5800 RTK/PP Rover Part Number 58001-51-42 0004 - (1) Trimble TSCe Survey Controller Part Number 50000-82 0005 - (1) BlueCap Kit for TSCe Part Number 48173-00 0006 - (2) One Day On-Site Training 0007 - (1) One Year Warranty on Hardware 0008 - (1) 90 Day Warranty on Firmware, Software, and Batteries Proposals must price the line items shown above. SHIP TO: 88 ABW/CECX; 5151 Wright Ave., Wright-Patterson AFB, OH 45433. FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.212-1 and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFP based on an integrated assessment of each proposal. This selection will be based on the criteria below. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. The Government reserves the right to award to other than the lowest price. Besides low price, other criteria that will be considered include: 1. Contractor to provide all the specific equipment shown above, CLINs 0001-0008 (NO SUBSTITUTES). 2. Contractor shall be able to warrant the equipment above. 3. Contractor to provide maintenance for the equipment listed above. It is requested that proposals be submitted only from vendors located within a 75 mile radius of Wright-Patterson AFB because this equipment is critical to the operations of the base and a rapid response time is required. WPAFB intends to award to: Ellerbusch Instrument Company; 4509 Vine Street; Cincinnati, OH 45217. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies will satisfy agency requirements. Contractors must be registered in Central Contractor Registration (CCR) prior to award for solicitation issued after 31 May 1998.
