Description
Request for Proposals The Morris K. Udall Foundation requests proposals for a Contracting Consultant for a six-month personal services contract to provide the following services: - an assessment of current contracting procedures (including all phases of the contracting process) - assessment of current procedures for interagency agreements and cooperative agreements - recommendations regarding contracting procedural and policy changes - review on an ongoing basis of contract solicitations, awards, documentation, administration, and closeout - advice regarding automation of tracking for contracts and interagency agreements - advice to program managers regarding contracting issues - recommendations regarding government-wide purchase card procedures - other related advice and recommendations as requested by senior Foundation staff. The Foundation is an independent agency of the executive branch of the U.S. government. Contracting volume is approximately 40-50 contracts per year, most qualifying as simplified acquisitions. Annual contract volume is approximately $1.5 million. The Foundation anticipates that the contracting consultant would provide 40 hours per week of services at a cost that would not exceed $32,000 for the six-month term. The contractor will be based in Tucson, Arizona; no relocation expenses or travel to and from the Foundation will be paid. A work space and appropriate furnishings will be provided to the contractor at the Foundation. The contract may be renewed by mutual agreement for subsequent six-month to one-year periods, but the level of services may be reduced in subsequent periods depending on need. Proposals are due no later than March 15, 2004, and may be submitted electronically to lemanski@udall.gov or by mail to Philip Lemanski, Morris K. Udall Foundation, 130 S. Qualifications At least three to five years of prior experience as a contract specialist/officer in the federal government, with familiarity with a broad range of contract types, including simplified acquisitions. At least three years of graduate education or doctoral degree in one or a combination of the following: accounting, business, finance, law, economics, or organization and management.
