Description
The U. S. Postal Service intends to award one or more Indefinite Quantity Contracts (IQC) for architect/engineer services for two types of contracts: (1) SSBD/MSBD (Small Standard Building Design and Medium Standard Building Design) for new construction and (2) R&A (Repair and Alteration) projects. Separate contracts will be awarded for SSBD/MSBD and for R&A; however, to be considered, a firm must be willing to perform services required under both types of contracts. The area of coverage will be postal facilities within the State of Delaware and within the Philadelphia/South Jersey area; specifically, the following COUNTIES IN DELAWARE: Kent, New Castle, Sussex; COUNTIES IN NEW JERSEY: Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Ocean, Salem; and COUNTIES IN PENNSYLVANIA: Bucks, Delaware, Montgomery, Philadelphia. TERMS OF SSBD/MSBD CONTRACT: The contract(s), with a $5,000 minimum contract amount, will be for two years with three one-year renewal options, providing the total contract amount does not exceed $5,000,000. The work will consist primarily of design, preparation of contract documents, contract administration, and inspection services for new construction projects. Individual work orders will be issued under the contract(s). Each work order will be negotiated as a single project. Work orders for any one project cannot exceed $250,000. TERMS OF R&A CONTRACT: The contract(s), with a $5,000 minimum contract amount, will be for two years with three one-year renewal options, providing the total contract amount does not exceed $2,500,000. The work will consist primarily of design, preparation of contract documents, contract administration, and inspection services for repair and alteration projects, including site adapt for modular buildings. Individual work orders will be issued under the contract(s). Each work order will be negotiated as a single project. Work orders for any one project cannot exceed $250,000. SUBMITTALS: Firms that have the qualifications to perform the services are invited to submit a completed SF-254, Architect-Engineer & Related Services Questionnaire, and a completed SF-255, Architect-Engineer & Related Services Questionnaire for Specific Project, and a completed SF-254 for each consultant. Firms must also submit a statement that addresses the following questions: 1) How long has the "technical team" been working together? Provide resumes on the members of the technical team, as well as details on how the technical team will be structured and managed. 2) What experience does the technical team have in the area of sustainable development? Provide information on specific projects. 3) What experience does the technical team have in downtown renovations? Provide information on specific projects. The "technical team" consists of all architects, engineers, project managers, and construction administrators who will be directly assigned to support this contract. 4) Provide specific examples of projects completed for new construction as well as repair and alteration projects. 5) Firms must provide evidence of having a complete understanding of facilitating projects in the geographic area named in this solicitation. All submittals must be postmarked no later than April 25, 2003, and should be mailed to Don Mackey, Eastern Facilities Service Office, P. O. Box 27497, Greensboro NC 27498-1103. Submittals will not be retained or returned. You are encouraged to send your submittals via the U. S. Postal Service. REQUIREMENTS: Evaluation of firms will be based on the submitted SF-254 and SF-255, and responses to questions 1-5 above. Primary consideration will be given to firms located within the geographical area named in this solicitation. Firms will be considered local only if their sole office is in the geographic area named in this solicitation or they have a local branch office and all architectural design, coordination, and management of the projects will be performed in that office. Firms must be licensed to work in the States of Delaware, New Jersey, and Pennsylvania. The prime firm must have a minimum of two registered architects. The prime firm or consultants must have a minimum of one structural engineer, one civil engineer, one mechanical engineer, and one electrical engineer - all licensed to work in the States of Delaware, New Jersey, and Pennsylvania. Consultants do not have a geographic location restriction. The firm must be established for at least five years. Firms must submit a current SF-254 and SF-255. The contract(s) contain a requirement for firms to provide evidence of current errors and omissions insurance of $200,000 per claim. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon, or resulting from, award of contract(s) for these services. Participation of minority-owned and woman-owned businesses in U.S. Postal Service architect-engineer selections is encouraged. No other general notification for these services will be made.
