Description
CLARIFICATION - SYNOPSIS SHOULD READ AS FOLLOWS WITH ALL CORRECTIONS INCORPORATED. The U.S. Department of Agriculture, Agricultural Research Service, Midwest Area has a requirement for an Indefinite Quantity Contract (IQC) for Architectural-Engineering and related services for repair/maintenance, alteration and new construction projects in the Mid-West Area (MWA), which includes the States of Illinois, Minnesota, Wisconsin, Missouri, Iowa, Indiana, Ohio and Michigan. The Government may make multiple awards. The contract term will be for a 1-year basic period, with four 1-year optional periods. There will be no future synopsis in the event the option included in the anticipated contract is exercised. The A-E services shall include, but not be limited to: architectural, structural, civil, mechanical and electrical engineering for pre-design, design, and post design services, energy-related studies, environmental assessments, surveys, investigative reports, concept studies, geotechnical investigations, asbestos and lead abatement, life cycle cost analyses, design criteria development, design calculations, topographic and planimetric, site investigations, engineering studies, reports consultation and documentation, designs, analyses, drawings, specifications, detailed cost estimates, preparation of construction documents, bid evaluations, reproduction and issuance of solicitation documentation, construction submittals review, shop drawing review and approval, construction monitoring and inspections, performance conference/minutes, design review services, environmental evaluation, consultation, and documentation as required under the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA) evaluation, consultation and documentation and other related tasks as required for the maintenance, rehabilitation, alteration and construction of USDA facilities in the Mid-West Area. The Government agrees to obtain under the contract, a minimum of $1,000 of professional services per year. The maximum dollar value of services to be obtained under the contract shall not exceed $250,000 per year. Evaluation of firms will be made on the following criteria (all factors being of equal weight): (a) Professional qualifications necessary for satisfactory performance of required services; (b) Specialized experience and technical competence in the type of work required, including laboratory and greenhouse design and preservation of historic structures; (c) Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (d) Staffing and equipment, ability to provide AUTOCAD drawings and volume and nature of present workload as it relates to the ability to perform the work in a timely manner, project coordination, management skills, and team experience, (e) Adequacy and qualifications of consultants, if used, (f) Geographic location of principle offices as it they relate to accomplishing work throughout the MWA, and coordinating activities with the Area Administrative Office. Firms meeting the requirements of this announcement are invited to submit three (3) copies of their Standard Forms 254's and 255's, with appropriate data (See Note 24), by 2:00 p.m. (CST), March 15, 2004 to USDA-ARS-MWA, Contracting Office, 1815 N. University Street, Peoria, IL 61604. This solicitation is a total set aside for small business. NAICS assigned is 541310 with a small business size standards of $4 million.
