- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. OFFERORS MAY SUBMIT A PROPOSAL FOR ?ANY OR ALL? GROUPINGS OR INDIVIDUAL LINE ITEMS WITHIN A GROUPING. THE OFFEROR IS RESPONSIBLE FOR SUBCONTRACTING AS NECESSARY IN ORDER TO FULFILL THE REQUIREMENTS OF THE SYNOPSIS/SOLICITATION TO INCLUDE REQUIRED DELIVERY DATES. This solicitation, W914NS-04-R-0128, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13 and DFARS Change Notice 20020531. The associated NAICS code is 333923. The Coalition Provisional Authority (CPA), Baghdad, Iraq has a requirement for the following: 0001 Top Load Container Handler, 4/EA MIN, 8/EA MAX ( SEE ATTACHMENT 1); 0002 Intermodal Container Wagons, 120/EA MIN, 240/EA MAX (SEE ATTACHMENT 2); 0003 Intermodal Container Handlers, 4/EA MIN, 8/EA MAX (SEE ATTACHMENT 3); 0004 Liquid Petroleum Gas Wagons 44/EA MIN, 88/EA MAX (SEE ATTACHMENT 4) 0005 Turnouts, 200/EA MIN, 400/EA MAX (SEE ATTACHMENT 5); 0006 Complete Inventory of Spare Parts and Equipment to support two ZPMC Container Cranes, 1 LS MIN, 2 LS MAX (SEE ATTACHMENT 6). LINE ITEM PRICES SHALL INCLUDE COSTS FOR FOB DESTINATION (SHIPPING TO IRAQ) AND STANDARD COMMERCIAL WARRANTIES. The items will be delivered to various locations within the country of Iraq. The Contracting Officer will evaluate quotes on the basis of information furnished by the offer or offeror identified in the offer and reasonably available to the Contracting Officer. In accordance with Federal Acquisition Regulation 52.216-1 Type of Contract, the Government anticipates award of a Firm Fixed-Price, Indefinite Delivery-Indefinite Quantity (IDIQ) quantity contract, with delivery information and quantities to be stated on each delivery order. Acceptance will be specified in each delivery order. In accordance with Federal Acquisition Regulation 52.212-2 - Evaluation of Commercial Items, offerors should submit with their proposal: (1) Price proposal which shows each proposed unit price and total price for all items; (2) Completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAY 2002), and Alternate I (APR 2002); (3) Contractor?s Dun and Bradstreet (DUNS) number; (4) Contractor?s Cage Code; and (5) An affirmation that it has an active registration on the Central Contractor Registration (CCR), which is at the website www.ccr.gov.
