Description
This is modification 1 to the synopsis entitled Engineering and Science Contract, Solicitation number NNJ-BH4-HA7-4-001P which was posted on February 9, 2004. You are notified that the following changes are made: No changes, the purpose is to post Questions and Answers. Question D1: Is this project considered a new requirement? Answer D1: No. This is a follow-on procurement to the NAS9-19100, Science, Engineering, Analysis and Test (SEAT) Contract. Question D2: Who is the incumbent? Answer D2: Lockheed Martin Space Operations Question D3: Would the Government consider changing the NAICS code to 541710 to allow for broader participation by small businesses? Answer D3: No. The assigned NAICS code for this Full and Open procurement has determined by the Government to be appropriate for the general, overall contract scope. Each prime offeror has the capability to determine the appropriate NAICS code for any portion of work that it intends to subcontract. Question D4: Is the Statement of Work (SOW) for ESC currently available? Answer D4: No. It is currently under development and will be released with the draft RFP. Question D5: How can we find the existing SOW? Answer D5: The technical work plans (TWP) contain the work currently being performed under SEAT. The list of TWPs may be found in the technical library with a document title of ?TWP? and name of ESC Technical Work Plans. Question D6: Can contractors attend the Acquisition Strategy Meeting (ASM)? Answer D6: No. The ASM is a meeting internal to the Government. Question D7: If contractors do not attend the ASM, why is it posted on the schedule? Answer D7: The ASM a meeting where the NASA team responsible for the procurement presents their plan for the procurement to approving officials. When approval is received, the team may release the synopsis that states the small business goals and other pertinent information. Question D8: Has the President?s announcement regarding his vision for NASA put this procurement on holdAnswer D8: No. We are still working toward the schedule posted. Question D9: In regards to the technical library, what is the IP address? Answer D9: Information regarding IP addresses may be found at: http://www.3com.com/other/pdfs/infra/corpinfo/en_US/501302.pdf Note: Your company?s web page is not the IP address. Question D10: What if I use multiple IP addressesWhat if our company has a block of IP addresses? What if our IP addresses change? Answer D10: Please submit one of your IP addresses. Even if it changes, we will be able to obtain the information we need. Question D11: What is a Cage Code? Answer D11: Information regarding Cage Codes may be found at http://www.ccr.gov/ Question D12: For small business goals, are the percentages shown for Women Owned Small Businesses, Veteran Owned Small Businesses, etc., a percentage of the overall goal of 35%? For example, is the Women Owned 5% of 35% or is it 5% of the overall contract? Answer D12: The percentages shown are a percentage of the overall contract. The 5% for Women Owned Small Businesses would be for the overall contract. It is not 5% of 35%. Question D13: If you add up the sub goals it only equals 33%. Is the difference of 2% for regular small business? Answer D13: No. Each individual goal is a stand-alone percentage of the total contract value. The due date for responses N/A extended. Documents related to this procurement are available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
