- Description
- NASA/MSFC has a requirement for continuation of the Upgrade and Enhancement of the Operations Cost Model in 2004 (OCM2004) (previously identified as the Conceptual Operations Manpower Estimating Tool/Operations Cost Model (COMET/OCM). NASA/MSFC intends to purchase the items from KT Engineering, LLC on a sole source basis pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304 (c)(1) for acqusition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. KT Engineering is currently performing the work to upgrade and enhance COMET/OCM under Contract NAS8-02076 and has made significant changes to the model as well has having applied the model in support of the Next Generation Launch Technologies (NGLT) and Orbital Space Plan (OSP) activities. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly J. Adams, PS53, Contract Specialist (FAX: 256-544-6062)not later than 4:30 p.m., CST, on 19 March 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
