Description
NAICS Code: 334516 The U.S. EPA National Risk Management Research Laboratory, located in Cincinnati, OH, intends to negotiate on a sole source basis with Sequoia Scientific, Inc., for the purchase of a Submersible Particle Size Analyzer (Model LISST-25X) and a Suspended Sediment Sensor (Model LISST-100C). These instruments collect and log in-situ suspended-sediment concentration and particle grain-size using Laser In-Situ Scattering and Transmissometry. This notice is not a request for quotations. EPA source research indicates Sequoia Scientific, Inc. is the only source able to satisfy the Government's requirements for the following reasons: (1) The LISST-25X laser diffraction suspended-sediment sampler is the only instrument available that provides both suspended-sediment concentration and suspended particle grain-size data in both the range of sand-sized particles (63 to 500 microns) and silt/clay-sized particles (less than 63 microns), using laser diffraction optical theory during in-situ deployments in the water column of stream/river environments, (2) the LISST-100C laser diffraction suspended-sediment sampler is the only instrument available that provides both suspended-sediment concentration and a full distribution of suspended particle grain-size data in both the range of sand-sized particles (63 to 500 microns) and silt/clay-sized particles (less than 2.5 to 63 microns), using laser diffraction optical theory during in-situ deployments in the water column of stream/river environments, (3)The LRPCD research program has a specific need for obtaining both the concentration and grain-size of suspended sediments in these two size ranges within aquatic ecosystems as a means of evaluating and rapidly reporting fine-sediment-supply conditions and the performance of BMPs. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of meeting EPA's requirements. Such documentation must be submitted within 15 days of electronic posting of this notice, on or before 5:00 PM EST Friday March 19, 2004. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516. The anticipated award date is April 1, 2004.
