Description
SOURCES SOUGHT NOTICE: The Space and Naval Warfare Systems Center San Diego (SSC San Diego) ? Submarine Communications Information and C4I Systems Division, Code 283, is seeking sources that can provide services to the DoD and U.S. Navy in performing mission analysis, assessment of the technology base, concept exploration, basic research, demonstration of technology, capability development, engineering in support of production, systems engineering, support to operating forces, and integration of C4I systems in the areas of submarine communications, satellite communications, information technology, and other C4I efforts. The scope of the contemplated effort will include research, development, test and evaluation, and RDT&E management support. A ?DRAFT? Statement of Work (SOW) can be reviewed at https://e-commerce.spawar.navy.mil. This procurement is anticipated to be a cost plus fixed fee, indefinite quantity contract. A minimum guarantee applies to the base period. There is no minimum guarantee on the option years. The estimated level of effort for the total requirement is approximately 170,000 man-hours per year for five years. The North American Industry Classification System (NAICS) Code is 541710 ? Research and Development in the Physical, Engineering, and Life Sciences, and the Small Business Size Standard 500 employees. The purpose of this presolicitation notice is to locate and identify qualified sources to determine if sources exist for a small business set aside. Interested sources must provide the following information in a cover letter: (1) information about their business size status (i.e., large, small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8(a), etc.; and (2) a statement that they have the capacity to conform to FAR Clause 52.219-14 Limitations on Subcontracting. In addition to the cover letter, interested sources are required to describe their experience as it relates to the sixteen key areas noted in the document titled ?Statement of Qualifications?, located at https://e-commerce.spawar.navy.mil. A determination as to whether this acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Submissions shall not exceed seventeen (17) pages in length, including cover letter. The deadline for submission of capability information is March 20, 2004 by 2:00 PM Pacific Time. Capability information is to be submitted via electronic transmission to the SPAWAR E-Commerce Central website. The URL for the SPAWAR E-Commerce Central is https://e-commerce.spawar.navy.mil. SSC San Diego may not evaluate offeror submissions that do not comply with the submission instructions. Each respondent to this notice will be notified in writing of the set-aside or unrestricted decision made for this procurement.
