Description
SOURCES SOUGHT FOR HELICOPTER DETECTION AND CLASSIFICATION SYSTEM - DESIGN, BUILD, INTEGRATION AND INSTALLATION ACQUISITION PROGRAM The Space and Naval Warfare Systems Command (SPAWAR) is conducting this market survey to determine the interest and capability of Industry to participate in a competitive acquisition for detecting, classifying, and tracking helicopter traffic. The baseline helicopter characteristics would be similar to a Boeing MD-500 for signature purposes. Rough design goals to assist those interested in submitting their product or proposal information are as follows. The coverage area for the requirement is a volume of 15Km in radius with an altitude of 10,000 feet. The system needs to track the target continuously in the volume. The system should track up to 200 targets simultaneously, detect the target at ranges of 10Km or greater, classify the target as a helicopter at ranges of 5Km or greater with a 95% accuracy, system should also provide target location, speed, projected track, with altitude desired. The system should communicate on a standard TCP/IP Ethernet network. Any system diagnostics or parameter changes should be accomplished through the network connection. The system must run unattended. SPAWAR anticipates issuing a solicitation with a resulting contract for a base year with four one-year options. The planned five year procurement will include: (1) procurement and design of hardware suites; (2) integration and land based test site testing with government furnished application software; (3) systems and technical engineering services; (4) logistics support to include training conduct, training material development, technical data including test procedures, test reports, and drawings, spare parts procurement, installation labor, and testing. The package shall include the following: (1) Name and address of applicant (Corporate/Principal Office); (2) name, telephone and fax number of point of contact; (3) date firm started; (4) NAICS Code and (5) whether or not your concern is a small business, small disadvantaged 8(a) certified, woman-owned small business, small disadvantaged business (not 8(a) certified), or HUBZone certified. Interested firms capable of supplying helicopter tracking and classification systems are invited to submit the above information not to exceed ten (10) pages within twenty-one (21) days after publication of this notice. The applicable North American Industry Classification System Code for this acquisition is 334511 and the small business size standard is 750 employees. Interested sources are requested to submit Information Statements electronically by 4:00 p.m. PST on 24 March 2004 to the POC e-mail address.
