Description
03/04/04. The Bureau of Reclamation is procuring for Lake Arrowhead Community Services District (District) a requirement the District has for construction of two (2) municipal water wells as part of the Lake Arrowhead Community Services District Groundwater Development program. Work to be performed under this solicitation includes drilling two (2) deep bedrock municipal water wells, developing and testing each well, sterilizing and disinfecting the completed wells, furnishing and installing submersible pumps/ motors, and performing pump tests on the completed wells. The work is located in the Grass Valley area near the town of Lake Arrowhead, California, in San Bernardino County. Qualified Contractors shall (1) have specialized experience in hard-rock wells; (2) possess a valid State of California License C-57 for Water Wells, and (3) shall be fully licensed in the state of California to perform the work at Lake Arrowhead. A copy of a valid license shall be included in the bid response and information of relevant experience and past performance (i.e., hard-rock wells), a list of Contractor-owned equipment and the name(s) of the Manufacturer(s), and other qualifications information requested in the forthcoming solicitation. We anticipate posting a solicitation, via http://www.FedBizOpps, on or about March 18, 2004, but all dates in this synopsis are subject to change. The Government reserves the right to issue the solicitation on paper or CD-ROM if the website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. This acquisition will be pursued in accordance with FAR 14, Sealed Bidding. Interested parties should register to receive e-mail notifications pertaining to the solicitation or visit the website after March 18, 2004, to download the solicitation and any subsequent amendments and/or notices to be included on the offerors list in order to encourage subcontracting and partnering/joint venture opportunities. There will be a pre-bid conference which will include a general site visit to the construction area. Additional details on the site visit will be included in the solicitation. WE STRONGLY ENCOURAGE YOU TO ATTEND THIS SITE VISIT IF YOU ARE INTERESTED IN COMPETING FOR THE CONTRACT WHEN THE REQUIREMENT IS SOLICITED. This solicitation is unrestricted. The magnitude of this construction project is estimated between $100,000 and $250,000. The North American Industry Classification System (NAICS) code is 237110, the size standard is $28.5 million in average annual receipts. A 20-percent bid guarantee is also required. Performance and payment bonds will be required following award pursuant to the Miller Act. The tentative solicitation release date is March 18, 2004. All responsible sources may submit a bid which will be considered by the agency. The solicitation and any amendments to the solicitation will be available through the Internet site. Department of the Interior has directed the use of Central Contractor Registration (CCR) as the single validated source on vendors doing business with the Government. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make a bidder ineligible for award.
