Description
The Huntington District Corps of Engineers intends to procure a contract for Drilling Services for the Great Lakes and Ohio River Division. The contractor shall furnish all supervision, labor, supplies and materials to determine the type, nature, ch aracteristics and present extent and condition of subsurface materials at various locations in the Great Lakes and Ohio River Division. The contract will be awarded as a firm-fixed price indefinite delivery type contract. Contract period will be for a ba se period of one year with a provision for two option years for a total amount not-to-exceed $1,500,000.00 million. The award will be made as a whole to the offeror with the lowest cost whose proposal conforms to the solicitation and is considered by the Contracting Officer to be technically acceptable. Work will be issued on firm-fixed priced task orders. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part o f the work it intends to subcontract. The plan is NOT required with your technical proposal. The contractor will be required to provide one drilling rig to the work site within 24 hours of notification; two rigs within 72 hours of notification; and six r igs within a week of notification. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance): 1. Past Performance; 2. Technical Knowledge and Experience of Personnel; 3. Capacity (Ability of Offeror t o Provide required Physical Plant and Supplies); 4. Supervision and Administration; 5. Safety; 6. Quality Control and 7. Location of Firm in the General Geographic Area. This announcement is open to all businesses regardless of size. The NAICS code f or this procurement is 541330 with a size standard of $4 million. Solicitation documents will be available on March 17, 2004. This solicitation may be requested online at www.lrh.usace.army.mil/CT. To be eligible for contract award, all contractors must be registered in the DoD Central Contractor Registration (CCR).
