Description
Defense Contracting Command-Washington (DCC-W), in support of the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD) expects to issue a Request for Proposals (RFP) to support the FTO requirement summarized below. This is a pr e-solicitation notice. Solicitation will be available on or about 23 Apr 2004. This is a 100% Small Business Set-Aside, NAICS code is 541611. The contractor shall provide support to the Force Transformation Office (FTO) in the refinement, enhancement and e xpansion of network-centric warfare (NCW) and network-centric operations (NCO) activities. The detail of the required support will be provided in the RFP using a series of sample tasks. The resulting contract will be a Task Order type contract. It is anti cipated that a portion of the support required will be used to refine and enhance the network-centric operations conceptual framework (NCO/CF). This will be accomplished using a structured program of case studies as the springboard for developing a variet y of scenarios to examine and assess network-centric based transformation strategies for possible implementation. The contractor may also be called on to conduct research, study, and analysis of topics relating to or impacting NCW and NCO/CF or touching fo rce transformation activities across DOD. The contractor shall provide qualified personnel appropriate to meet a variety of requirements detailed in a series of task orders anticipated under the resulting contract. It is anticipated that these personnel wi ll represent a broad spectrum of disciplines that may include any combination of the following areas of expertise: military analysts (especially in land sea, and air operations; logistics; intelligence; communications; and information management); experts in education and culture, political analysts; a variety of subject matter experts (SMEs) in the physical, social, or behavioral sciences; and mathematicians (for modeling, ORSA, statistical analysis, etc.) The expected period of performance will be for a b ase period of 12 months with four one-year options. Performance shall be principally at the contractor's facility with occasional visits to the FTO facilities at the Pentagon and in Rosslyn, Arlington, Virginia.
